The Town Hall is an old train shed that has been reprogrammed while conserving the existing structure. It is a destination where the community and technology work towards becoming a carbon-neutral society.
The School is in an existing shed, refitted to cater to the programme. As well as providing general education, the students would benefit from the EBD environment and develop lifestyles that would be carbon neutral or negative. Education in a zero-carbon emission society will help develop “carbon aware” mindsets, demonstrated in future lifestyle choices.

The design of the town hall is derived from its surrounding circulation paths, folding in to represent bringing the community into the town hall. The shape generated defines the public circulation space in the town hall.
The School is designed to change to adapt to the seasons. In summer the green roofs fold inwards creating green walls, increasing the evaporative cooling surface area of the building. The lower level of the school is set in 1m into the ground, which insulates the buildingfrom summer heat and winter chill.
The Research facility investigates reducing carbon outputs by studying the existing lifestyle and conditions in the EBD. These energy-efficient buildings utilise passive heating and cooling as well as solar water heating. At different times of the year, the School and Town Hall are shaded from or exposed to sunlight, depending on the shadows cast by the high-density 10 storey buildings.
Barter trading and Swapping will help reduce household waste by reusing items such as clothes, appliances and books. Since the EBD will be a car free zone, flexi-cars and bicycles will be personal means of transportation. The bicycle workshop is strategically located in the town hall which is in the middle of the EBD community to serve not only the EBD residents but also the office workers that commute from out of the EBD.
